Tropical storm Trami has caused torrential rains, swamped entire neighborhoods, and buried several automobiles in volcanic debris.
Officials say at least 14 people were killed in the Philippines when Tropical Storm Trami destroyed areas, overflowed rivers, and forced tens of thousands of people to flee their homes as it approached the eastern coast.
Rescuers in the Philippines waded through chest-deep floodwaters on Wednesday to rescue residents stranded by the tropical storm. "Unexpectedly high" floods in Bicol province, around 400 kilometers (249 miles) southeast of Manila, hampered rescue efforts, police said.
